To thoroughly implement the series of
deployment requirements on strengthening safety production at the end of the
year issued by the maritime, port and shipping authorities and Junzheng Group,
and to ensure the stability of the safety production situation during the
Spring Festival, on January 28th, Mr. Wu Guirong, General Manager of SC
Shipping, led the company's management
team to "Shui Rong" berthed at berth 1 of Jiangyin Chengli Terminal
to conduct a safety production inspection and extend New Year greetings to all the
crew on board.
After boarding the vessel, the inspection team first held a safety work meeting in the dining room. Mr. Wu Guirong, on behalf of the Company, extended sincere greetings to all the crew members and expressed gratitude for their hard work over the past year. The meeting focused on the current key tasks of safety production:
First, the company's recent situation and development prospects were reported. Mr. Wu Guirong introduced the company's overall operation situation, achievements made, and future strategic plans to the crew. He emphasized that the company would adhere to the general tone of seeking progress while maintaining stability, continuously optimize the fleet structure, enhance safety management and comprehensive service capabilities, and strive to provide a broader development platform for the crew.
Second, the safety of the crew's work on board was emphasized. The meeting required all crew members to always be vigilant about safety, strictly follow all safety operation procedures, and correctly wear and use labor protection equipment. Special attention should be paid to the management of the operation site, and risks such as working at heights, working outside the ship, hot work, entering confined spaces, and working in high-temperature and high-pressure environments should be prevented to ensure the personal safety of each crew member and adhere to the "Four Nos" principle.
Third, the safety of the vessel's navigation and operations was systematically deployed. In light of the operational characteristics of "Shui Rong", the meeting analyzed the main risks currently faced and put forward clear requirements for the safety of vessel navigation, especially for preventing collisions between merchant ships and fishing vessels along the Chinese coast, and for operation norms in complex navigation sections and under extreme winter weather conditions. At the same time, the safety operation procedures for key links such as cargo handling, mooring operations, and dangerous goods management were reemphasized and redeployed, with the requirement to ensure the safety and controllability of the entire cargo operation process.
Fourth, compliance with the requirements of the competent authorities was emphasized. Mr. Wu Guirong conveyed that the company had respectively formulated the safety production responsibility implementation system and the "double control" system for high-risk operations in response to the recent requirements of China MSA regarding the "Guidelines for Shore-Based Duty Work of Shipping Enterprises (Version 1.0)" and the "Guidelines for Safety Risk Assessment of Vessel Voyages (Version 1.0)". This ensures full-time and full-coverage monitoring, rapid activation of emergency plans in emergency situations, and smooth communication between the ship and shore. The Company actively promotes the "Notice on the Investigation and Rectification of Major Safety Risks and Hidden Dangers during 2026 Spring Festival" and the "Self-Inspection and Rectification Guidelines for Major Safety Risks and Hidden Dangers during 2026 Spring Festival ", receiving daily reports of vessel hazards, actively implementing rectifications, strengthening company management, improving vessel management quality, and enhancing overall safety management levels. The "Regulations on Credit Management in the Field of Maritime Supervision (Trial)" issued by the Maritime Safety Administration of the Ministry of Transport will be officially implemented from January 1, 2026. The Company and all crew members must strictly abide by international conventions, domestic regulations, and company system documents, and conduct all activities in accordance with the law to ensure that the vessel is always in a compliant, safe, and environmentally friendly operating state.
Fifth, New Year greetings and blessings were extended. As the Lunar New Year approaches, GM Wu wishes everyone a smooth and healthy new year, and a happy and safe Spring Festival. He particularly reminded the ship's leaders to arrange the crew's life during the festival to ensure that everyone can have a pleasant, harmonious, and safe Spring Festival on board.
During the meeting, Captain and Chief Engineer of "Shui Rong" respectively reported the overall situation of the vessel since its commissioning in April last year. They mentioned that the vessel has safely completed the planned voyages and all work has been carried out in an orderly manner. At the same time, they also candidly pointed out that since the ship's launch, the crew has basically completed the second batch of crew changes. Currently, all crew members are still in the stage of further familiarizing themselves with the new ship's equipment performance and getting used to the operation procedures. Captain and Chief Engineer also reported on the specific difficulties that the ship needs shore-based support in terms of daily operation, spare parts and materials, and technical support. GM Wu listened carefully to the opinions and provided detailed answers and arrangements on the spot for the raised issues, requiring the marine and mechanical departments to follow up and implement them, and fully provide efficient shore-based support for the ship.
After the meeting, GM Wu personally led the team to conduct a safety inspection on the ship. He went deep into the deck operation area, carefully examined the appearance condition and maintenance records of key equipment, and inquired in detail about the operation and usage of the ship's equipment, the management of materials and spare parts in and out of the warehouse, as well as the progress and implementation of the new ship's warranty projects. The Marine and Technical Superintendents conducted more detailed and comprehensive inspections of the equipment and facilities, emergency equipment, and record-keeping in the deck department and engine department.
Overall, since its launch and operation, "Shui Rong" has maintained a good safety record, successfully completed all voyage tasks, and the ship management has been orderly with a solid foundation for safety work. This inspection and consolation further conveyed the pressure of safe production, boosted the morale of the crew, coordinated and solved the actual difficulties of the ship, and laid a solid foundation for the ship to do a good job in safe production during the end of the year and the Spring Festival period.
