On
March 20, Mr. Li Hongxing, Member of CPC Committee and Deputy Director of
DONGJIAKOU MSA, together with his team, paid a visit to SC Shipping (SHANGHAI)
Co., Ltd to conduct safety research. The two parties held in-depth discussions
on topics including the implementation of the Guidelines for Shipping
Enterprises to Implement the Primary Responsibility for Work Safety (Version
1.0), the construction and operation of intelligent ship monitoring systems,
safety and operational skill training for crew members by shipping enterprises,
the management and renewal of aging vessels, and risks in the carriage of
hazardous chemicals as well.
Mr.
Wu Guirong, General Manager of SC Shipping, first extended a warm welcome to
Deputy Director Li and his team for the research visit, and expressed sincere
gratitude to DONGJIAKOU MSA for its long-term care and support to the fleet of SC
Shipping. Mr. Wu briefly introduced various business segments of Junzheng
Group, as well as the progress in fleet construction and aging vessel
replacement after Junzheng Logistics became a holding subsidiary of the Group,
along with the company’s future development plans.
The
person in charge of the Ship Management Unit reported on the work carried out
by the enterprise since November 2025 to implement the Ministry of Transport’s
requirements regarding shipping enterprises’ primary responsibility for work
safety. The Unit shared experiences and lessons learned in hazard
identification and rectification, monitoring of unsafe crew behaviors,
shore-based duty inspections, and dual verification for high-risk operations. He
also focused on introducing the cultivation and development of the crew team,
pre-boarding training for crew members, as well as the construction and future
training plans of the company’s Lingang Crew Training Center.
Mr.
Li Hongxing, Deputy Director of DONGJIAKOU MSA, affirmed the company’s
initiatives and various measures in implementing the primary responsibility of
shipping companies. He also elaborated on the purpose of this research visit to
Shanghai, as well as the latest initiatives and future work plans of DONGJIAKOU
MSA in safety supervision, supervision of shipping companies’ primary
responsibilities, and ship inspections.
Both
parties agreed to maintain close cooperation continuously, give full play to
the role of the exchange center platform, and facilitate in-depth exchanges and
cooperation among all shipping companies registered in the DONGJIAKOU
jurisdiction in terms of safety management, regulatory research, and other hot
topics in the shipping industry.
